BE IT RESOLVED THAT the Council of the Corporation of the Town of Bancroft does hereby approve of the open session agenda dated October 11th, 2022, as presented.

BE IT RESOLVED THAT: the Council of the the Corporation of the Town of Bancroft does hereby move into Public Meeting pursuant to the Planning Act for the purpose of hearing support and/or objections for re-zoning applications within the municipality.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby adjourn from public meeting and reconvene the regular meeting of Council.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby approve of Zoning By-Law Amendment Application No. 005-2022 to rezone lands legally described as Part of Lots 23, 24 & 25, Concession 5, Geographic Township of Dungannon, now Town of Bancroft, County of Hastings, from Limited Service Residential (LSR) Zone and Rural Residential (RUR) Zone to Rural (RU) Zone, from Limited Service Residential (LSR) Zone to Waterfront Residential – Exception Five -Holding (WR-5-h) Zone, from Limited Service Residential (LSR) Zone to Waterfront Residential – Exception Six - (WR-6) Zone, and from Environmental Protection (EP) Zone to Waterfront Residential – Exception Six (WR-6) Zone.

BE IT RESOLVED THAT the Council of the Corporation of the Town of Bancroft does hereby approve of the minutes of the meetings of Council held on September 13th, 2022 and September 27th, 2022, as presented.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby approve the Minutes of the Committee of the Whole meeting held on September 27th, 2022, as presented.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby adopt an Administrative Monetary Penalty System (AMPS) By-Law for the Town of Bancroft.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby approve of the Minutes of the Bancroft Community Safety and Well-being Committee meeting held on September 28th, 2022, as presented.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby approve the Minutes of the Building, Property and By-Law Committee meeting held on September 27th, 2022, as presented.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby receive the Minutes of the North Hastings Economic Development Committee meeting, held on June 6th, 2022, and September 12th, 2022, as presented.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby receive the Minutes of the Eastern Ontario Tails Alliance meeting held on July 14th, 2022, as presented.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby receive the Minutes of the Bancroft North Hastings Heritage Museum meeting held on September 29th, 2022, as presented.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby receive the Minutes of the Bancroft Business Improvement Area Board of Management meeting, held on August 25th, 2022, as presented.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby approve staff to source and purchase two (2) used plow trucks for winter operations; AND FURTHER THAT: Council of the Corporation of the Town of Bancroft reallocates efficiency grant funds of up to $35,000 from the previously allocated funds in the Landfill/Recycling department; AND FURTHER THAT: once the new trucks on order are put in service, the used trucks purchased with the efficiency grant funds would be automatically surplused and sold; AND FURTHER THAT: any monies from disposals will be replaced back into the efficiency grant fund monies.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby approve of the 2022 Rally of the Tall Pines Road Requests as outlined in their letter dated September 19th, 2022.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby accept the Treasurer's Year to Date report, for information purposes only.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby receive the 2023 Annual Billing Statement for the Town of Bancroft, for information purposes only.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby receive the New Horizons for Seniors Grant report, as presented by the Clerk.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby approve of the _____________ to apply for a New Horizon for Seniors Grant up to $25,000 for 2023.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby receive the 2022 Building Permit Year-To-Date with Annual Comparison Report, for information purposes only.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby approve the closure of the Town Office from noon on Friday December 23rd, 2022, to 8:30 am on Tuesday January 3rd, 2023.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby receive RFP 01-2022 Bancroft Arena Improvements Project - 2022, for information purposes only.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby receive the By-Law Enforcement Report outlining calls for services between August 1st, 2022 and September 30th, 2022, for information purposes.

BE IT RESOLVED THAT the items listed under the Consent Agenda, items 16 (B) to 16 (N), be received by the Corporation of the Town of Bancroft, for information.

BE IT RESOLVED THAT: The Council of the Corporation of the Town of Bancroft does hereby support items listed under Consent Agenda, item 17 (B);

BE IT RESOLVED THAT the following by-laws be introduced and read a first, second and third time and be finally passed and that the Mayor and Clerk do sign and seal the same, any rule of this Council to the contrary notwithstanding: By-Law No. 92-2022: A By-Law to Amend Comprehensive Zoning By-Law No. 27-2006, As Amended. By-Law No. 93-2022: Being a By-Law to Implement an Administrative Monetary Penalty System By-Law in the Town of Bancroft. By-Law No. 94-2022: Being a By-Law to Amend Schedule "A" to By-Law No. 03-2019; Being a By-Law to Appoint Community Members to Various Boards, Committees and Commissions for the Town of Bancroft.

BE IT RESOLVED THAT a by-law to confirm the proceedings of the meeting of Council held on October 11th, 2022, be hereby given a first, second and third reading, and be finally passed, signed, sealed and numbered By-Law 95-2022.

RESOLVED THAT the Regular Meeting of Council hereby close at 4:21 PM.
