BE IT RESOLVED THAT the Council of the Corporation of the Town of Bancroft does hereby approve of the open session agenda dated September 8th, 2020, as presented.

BE IT RESOLVED THAT: Council of the the Corporation of the Town of Bancroft does hereby move into Public Meeting pursuant to the Planning Act for the purpose of hearing support and/or objections for a re-zoning within the municipality.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby adjourn from Public Meeting and reconvene the regular meeting of Council.

BE IT RESOLVED THAT: the proposed By-Law amendment to the Town of Bancroft's Comprehensive Zoning By-Law 27-2006, in accordance with Appendix 1, for the purpose of modernizing the land use regulations within the Downtown consistent with the opportunity granted by the Official Plan, be approved .

BE IT RESOLVED THAT: the Town of Bancroft does hereby proclaim the month of October 2020 as Child Abuse Prevention Month.

BE IT RESOLVED THAT the Council of the Corporation of the Town of Bancroft does hereby approve of the minutes of the meeting of Council held on August 5th, 2020, and August 11th, 2020, as presented.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby approve of the Minutes of the Committee of the Whole meeting held on August 11th, 2020, as presented.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby receive the Minutes of the Eastern Ontario Trails Alliance meeting held on July 9th, 2020, as presented.

BE IT RESOLVED THAT: Council of the Corporation of the Town of Bancroft does hereby receive the Minutes of the Bancroft Business Improvement Area meeting, held on July 30th, 2020, as presented.

BE IT RESOLVED THAT: t he Council of the Corporation of the Town of Bancroft does hereby permit the closure of municipal roads, being that part of Monck Street from the Public Works Garage to Sherbourne Street and that part of Sherbourne Street from the intersection of Monck Street to Bridge Street and that part of Bridge Street from the intersection of Sherbourne Street to Hastings Street and that part of Hastings Street from the intersection of Bridge Street to Station Street and part of Station Street from the intersection of Hastings Street to Riverside Park for the Bancroft Lions Club's Annual Santa Claus Parade on Saturday December 5th, 2020, commencing at 2:30pm, and dispersing at approximately 3:30 pm.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby approve the Bancroft Business Centre's request for relief to exceed the total aggregate signage area on all exterior elevations as proposed; AND FURTHER THAT: Council approve the Bancroft Business Centre's request for relief to exceed maximum of one internally lit L.E.D. signage per building as proposed.

BE IT RESOLVED THAT: the Update Regarding Council Roles and Responsibilities be approved as presented.

BE IT RESOLVED THAT the Council of the Corporation of the Town of Bancroft does hereby move into closed session pursuant to the Municipal Act, S.O. 2001, Section 239 (2)(c) a proposed or pending acquisiton or disposition of land by the municipality. General Nature: Block 68

BE IT RESOLVED THAT: pursuant to Section 34 of the Municipal Act, 2001 and the policy of the Town of Bancroft for the giving of notice, Part 2 on a Draft Reference Plan prepared by P.A. Miller Surveying Ltd., dated August 19, 2020, being stopped up and closed as a road allowance.

BE IT RESOLVED THAT: Part 2 on a Draft Reference Plan prepared by P.A. Miller Surveying Ltd., dated August 19, 2020, being stopped up and closed as a road allowance, be declared surplus to municipal requirement, and be merged with Block 68 and offered for sale in accordance with the surplus declaration of the Town passed on January 24, 2017.

BE IT RESOLVED THAT: Council approve the exchange of Parts 4 and 7 on a draft Reference Plan prepared by P.A. Miller Surveying Ltd., dated August 19, 2020 for parts 8 and 9 on the same draft Reference Plan as depicted on Exhibit 1 in order to regularize the mutual property line and to facilitate the future use and development of both properties, and further, that a by-law be prepared for passage to authorize the Mayor and Clerk to execute the transfer documents. AND FURTHER BE IT RESOLVED THAT: the exchanged parcels be merged with Block 68 and offered for sale in accordance with the surplus declaration of the Town passed on January 24, 2017.

BE IT RESOLVED THAT: Council approve the sale of 68 Hastings Street N, more particularly described as Parts 2, 5, 8 and 9 on a draft Reference Plan prepared by P.A. Miller Surveying Ltd., dated August 19, 2020, to Gardens Acquisition Corp for a purchase price of $250,000, and that a by-law be passed to authorize the mayor and Clerk to execute the Agreement of Purchase and Sale and the transfer documents, as may be required.

BE IT RESOLVED THAT the items listed under the Consent Agenda, items 20 (B) to 20 (F), be received by the Corporation of the Town of Bancroft, for information.

BE IT RESOLVED THAT the following by-laws be introduced and read a first, second and third time and be finally passed and that the Mayor and Clerk do sign and seal the same, any rule of this Council to the contrary notwithstanding: By-Law No. 47-2020: Being a By-Law to Amend Comprehensive Zoning By-Law 27-2006, as Amended; By-Law No. 48-2020: Being a By-Law to authorize the executive of an agreement with Her Majesty the Queen as represented by the Minister of Transportation for the rehabilitation of Hastings Street North starting from the intersection of Hastings Street North and Bridge Street East, travelling approximately 1.4 kilometres northerly on Hastings Street North; By-Law No. 49-2020: Being a By-Law to stop up and close part of River Street, being more particularly described as Part 2 on a draft Reference Plan to be Registered at the Land Registry Office, Town of Bancroft, County of Hastings; By-Law No. 50-2020: Being a By-Law to authorize the execution of all documents necessary to complete a transfer of land of Parts 4 and 7 on a draft Reference Plan prepared by P.A. Miller Surveying Ltd., dated August 19th, 2020for Parts 8 and 9 on the same Draft Reference Plan; By-Law No. 51-2020: Being a By-Law to authorize the execution of all documents necessary to complete an Agreement of Purchase and sale between the Corporation of the Town of Bancroft and Gardens Acquisition Corp. for Lands described as 68 Hastings Street N.

BE IT RESOLVED THAT the Council of the Corporation of the Town of Bancroft does hereby move into closed session pursuant to the Municipal Act, S.O. 2001, Section 239 (2)(f) advice that is subject to solicitor-client privilege, including communications necessary for that purpose, and (k) a position, plan, procedure, criteria, or instructions to be applied to negotiations. BE IT RESOLVED THAT the Council of the Corporation of the Town of Bancroft does hereby direct staff to carry out all actions as approved in the September 8th, 2020 closed session of Council.

BE IT RESOLVED THAT a by-law to confirm the proceedings of the meeting of Council held on September 8th, 2020, be hereby given a first, second and third reading, and be finally passed, signed, sealed and numbered By-Law 52-2020.

RESOLVED THAT the Regular Meeting of Council hereby close at 5:23 PM.
