BE IT RESOLVED THAT the Council of the Corporation of the Town of Bancroft does hereby move into closed session pursuant to the Municipal Act, S.O. 2001, Section 239 (2) (b) personal matters about an identifiable individual and (d) labour relations or employee negotiations General Nature 1. Treasurer (Labour Relations/Employee Negotiations) 2. HR Committee Update (Labour Relations/Personal Matters)

BE IT RESOLVED THAT the Council of the Corporation of the Town of Bancroft does hereby direct staff to carry out all actions as approved in the February 14th closed session of Council.

BE IT RESOLVED THAT the Council of the Corporation of the Town of Bancroft does hereby approve of the open session agenda dated February 14th, 2017, as amended to remove items 12 A B F G.

BE IT RESOLVED THAT the Council of the Corporation of the Town of Bancroft does hereby approve of the minutes of the meeting of Council held on January 24th, 2017, as presented.

BE IT RESOLVED THAT: Council receive the verbal update from HR Committee Chair Charles Mullett.

BE IT RESOLVED THAT: The Council of the Town of Bancroft does hereby receive the minutes of the December 2016 Bancroft Public Library board meeting.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby receive the minutes of the BBIA Board of Management meeting held on January 5th, 2017.

BE IT RESOLVED THAT the Procedural By-Law #17-2011 be suspended to allow for a verbal update from Council's representative on the Arena Board.

BE IT RESOLVED THAT Council receive the Arena Board verbal update from Barry McGibbon .

BE IT RESOLVED THAT Resolution #73-2017 be amended to remove "with all levels of government" from goal #5.

Whereas Council shall begin the development of a Strategic Plan by adopting strategic goals for the Town of Bancroft. And Whereas strategic goals serve to balance priorities against opportunities and challenges, while supporting the principles of community sustainability. And Whereas strategic goals will guide responsible use of resources, effectiveness and efficiency in municipal service delivery and accountability to citizens, Council and stakeholders. Now Therefore Be It Resolved that the Council of the Corporation of the Town of Bancroft does hereby adopt the following Strategic Goals for the Town of Bancroft. Bancroft was built on traditional values of family, neighbours, loyalty, hard work and integrity. The Town of Bancroft will foster these traditional values. Financial challenges and opportunities will be communicated accurately, timely and dealt with in a professional positive manner. Respect for each other and our community, environment and heritage will be demonstrated in all actions and decision making. Assets and resources will be managed and utilized wisely. Maintain and encourage partnerships and relationships for the benefit of our community. Enforce transparency and accountability through leadership and governance policy development, implementation and evaluation. Communicate effectively and in a courteous and respectful manner.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby adjourn from Public Meeting and reconvene the regular meeting of Council.

Amendment to add include management letter from Auditors that will include a critical evaluation of the overall financial health of the ToB, excluding tangible assets.

BE IT RESOLVED THAT: Council does hereby direct staff to prepare a by-law for the February 28th meeting of Council for the purpose of adopting the Annual Financial Reporting Policy.

BE IT RESOLVED THAT a policy be developed the annual reporting from the Treasurer to include a PSAB translation template to be further discussed.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby support Resolution C-2016-11-12 from Tay Valley regarding Hydro Costs.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby receive the correspondence from the Canadian Postmasters and Assistants Association RE: Postal Banking for information purposes only.

BE IT RESOLVED THAT the Council of the Corporation of the Town of Bancroft does hereby confirm that it does not wish to adopt a ranked balloting process for the 2018 municipal election.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby receive the Deficit Reduction Possibilities report from Mayor Jenkins for information purposes only.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby receive the Municipal Land report from Mayor Jenkins for information purposes only.

BE IT RESOLVED THAT: Council does hereby receive the action tracking report for information purposes only.

BE IT RESOLVED THAT: the Council of the Corporation of the Town of Bancroft does hereby accept the donations for the 2017 public use water tap at Millennium Park.

BE IT RESOLVED THAT the items listed under the Consent Agenda, items 14 (B) to 14 (V), be received by the Corporation of the Town of Bancroft, for information, except C and V.

BE IT RESOLVED THAT: Council does hereby direct staff to send a letter to Hastings County to inquire if they have determined how the increases to utility costs in the Town of Bancroft will be managed by their tenants.

BE IT RESOLVED THAT Item V be received for information purposes.

BE IT RESOLVED THAT the Council meeting of February 14th, 2017 be extended until 5pm.

BE IT RESOLVED THAT the following by-laws be introduced and read a first, second and third time and be finally passed and that the Mayor and Clerk do sign and seal the same, any rule of this Council to the contrary notwithstanding: By-Law 17-2017: Being a By-Law to adopt a Police Record Check Policy for the Town of Bancroft By-Law 19-2017: Being a By-Law to appoint an Interim Treasurer
