BE IT RESOLVED THAT the Committee of the Whole does hereby approve of the open session agenda, dated April 25th, 2024, as presented.

BE IT RESOLVED THAT: the Committee of the Whole of the Corporation of the Town of Bancroft does hereby receive the Update 2 of the Employment Lands Project, from the Community Development Advisor, for information purposes.

BE IT RESOLVED THAT: the Committee of the Whole does hereby recommend that Council direct that public notice of a Town-initiated Zoning By-Law amendment to the Comprehensive Zoning By-Law be published; AND FURTHER THAT: the requisite public open house and public meeting be held.

BE IT RESOLVED THAT: the Committee of the Whole does hereby receive the Discover Bancroft video by Kijicho Manito Madaouskarini, for information purposes only.

BE IT RESOLVED THAT the Committee of the Whole does hereby approve of the minutes of the Committee of the Whole meeting held on March 27th, 2024, as presented.

BE IT RESOLVED THAT: the Committee of the Whole does hereby recommend that Council direct staff to work with the BBIA to purchase planters and appropriate plants to complete greening.

BE IT RESOLVED THAT the Committee of the Whole does hereby recommend that Council approve the creation of a Downtown Landscaping Ad Hoc Committee with a mandate to review the Landscape Plan as apart of the rehabilitation of Hastings Street.

BE IT RESOLVED THAT: the Committee of the Whole does hereby receive the Bancroft Dam Report and Rehabilitation Recommendations as presented by the General Manager.

WHEREAS the Town of Bancroft completed emergency repairs to the overflow dam owned by the Town of Bancroft adjacent to the hydro electric dam operated by Bracebridge Generation at the intersection of Mill Street and Bridge Street in March of 2023; AND WHEREAS the Committee of the Whole of the Corporation of the Town of Bancroft received the Bancroft Dam and Emergency Assessment and Repairs Evaluation Report prepared by MKE Engineering, with the report recommending in excess of $1M dollars of rehabilitation work required over the next three years to ensure that future emergencies do not occur; AND WHEREAS the Town of Bancroft is not in a financial position to spend any more money on repairs and rehabilitation work to the Bancroft dam; NOW THEREFORE BE IT RESOLVED THAT: the Committee of the Whole does hereby recommend that Council of the Corporation of the Town of Bancroft request that the MNRF decommission the Bancroft dam and use the adjacent hydro electric dam operated by Bracebridge Generation to control the water levels in the York River by revisiting the Water Management Plan to determine if the Water Management Plan can be amended to function without the Bancroft dam.

BE IT RESOLVED THAT: the Committee of the Whole does hereby receive and recommend that Council of the Corporation of the Town of Bancroft accept the Annual 2023 Dungannon Waste Disposal Report, as presented.

BE IT RESOLVED THAT: Committee of the Whole does hereby recommend that a representative from Greenview Environmental attend the May 8th, 2024 meeting of Council to present the 2023 Dungannon Waste Disposal Site Report.

BE IT RESOLVED THAT: the Committee of the Whole does hereby receive the draft Sign By-Law, for discussion purposes.

BE IT RESOLVED THAT: the Committee of the Whole does hereby recommend that Council of the Corporation of the Town of Bancroft adopt the Sign By-Law, with any amendments, at the next Regular Meeting of Council.

BE IT RESOLVED THAT: the Committee of the Whole does hereby receive the 2024 First Quarter Building Permit Report, as presented, for information purposes only.

BE IT RESOLVED THAT: the Committee of the Whole does hereby receive the 2024 First Quarter By-Law Enforcement Report, as presented, for information purposes only.

BE IT RESOLVED THAT :the Committee of the Whole does hereby recommend that Council of the Corporation of the Town of Bancroft direct staff to contact Eastern Ontario Trails Alliance (EOTA) to formally suggest that EOTA host the tender for the Millennium Park Bridge repairs.
