BE IT RESOLVED THAT: the Committee of the Whole does recommend that Council receive the Water and Wastewater Rate Study report as presented by Watson & Associates Economists Ltd. dated November 23, 2023; AND FURTHER provide for the recovery of all water and wastewater costs through full cost recovery rates and maintain reserve funds for water and wastewater services; AND FURTHER approve the water and wastewater rates presented in Table 6-1 and direct staff to prepare and bring forward a new Water and Wastewater By-law for adoption; and AND FURTHER direct staff to undertake an update of the rate study in five years, or earlier if any significant changes occur with respect to development patterns, consumption patterns, capital needs, or operating costs.
